I can't see him ever relying on one person to win against those sort of odds unless he had no choice, even if he had complete control over them. ![]() I'd say it's pretty obvious he had lost the war, so far as we can tell his allies were in control of nowhere except perhaps Apollo Square (though one of the 'Rapture report' announcements makes even that seem unlikely) while Ryan and his allies had considerable ground, Hephaestus, Fort Frolic, perhaps Medical- though it's unclear if Steinman gave anyone loyalty- and a fair chunk of Neptune's Bounty solidly under their control. My theory is that he actually did want to leave at that time, and you were simply meant to rescue him. When the sub blows two new bodies can be found, though they just have the generic 'corpse' label. I will admit however that they both have the letters "d" and "u" in their names.When you're supposed to free Atlas's family in the submarine, what was going on there? Who was actually in the sub? Who was the guy who came running out you could see through the window? Yes, I know the spoiler but I never figured out that part and how it fit in.The guy was Atlas, or at least he waves at you as the radio Atlas says 'Hi up there', and uses the same model as the unspliced 'Atlas'.
